Summary
The Proposal Manager – Capture Manager will manage the contract capture process, across any contract type, from pre-RFP strategy development through award and launch. The core focus of this position centers around the C4ISR capabilities of the organization to include border surveillance with various platforms such as aerostats, mobile surveillance vehicles and fixed towers.
 
Qualifications
  • Bachelor’s Degree in Business Administration, Computer Science, or related field experience preferred
  • 8-10 years’ experience with Government programs a plus, primarily in the border surveillance, C4ISR, or aerostat
  • Capture / Proposal team management experience
  • Color Team Review Experience
  • Capture Methodology training
  • Demonstrate ability to work and think strategically and independently
  • Able to multi-task and to accept and adapt to change quickly
  • Excellent written and verbal communication skills specifically editing and copy writing
  • Strong skills in organization and planning, problem analysis, problem-solving, and team-leadership
  • Detail oriented with strong follow through and organizational skills
  • Self-motivated individual who can handle the challenges of a paperwork-intensive environment
  • Excellent command of MS Word, Excel and PowerPoint
  • Must be able to obtain and maintain a Government Security Clearance
  • Must be a U.S. citizen
Responsibilities
  • Assemble capture and response teams for target contracts, securing buy-in from all necessary stakeholders and partnerships with key manufacturers and service partners
  • Work closely with procurement officials to influence the final shape of target RFP’s
  • Develop and regularly update formal capture plans, including but not limited to, pricing strategy, partnering plan, and strategy to overcome identified obstacles for target contracts
  • Formally transfer information and strategy to proposal writers for target contracts upon RFP release
  • Participate as a subject matter expert in conjunction with sales leaders throughout the proposal process
  • Track RFP progress toward the drop date and immediately mobilize response team upon RFP release
  • Attend customer onsite meetings and industry days, as needed
  • Assist Program Management team with contract launch and sales team education for target contracts
  • Coordinate with appropriate resources to execute necessary legal and financial agreements, such as NDA’s and Teaming Agreements prior to RFP release
  • Drive incremental revenue and profit growth through contract wins and strategic sales initiatives
  • Monitor and report performance against plans to ensure that contractual cost and schedule objectives are met
  • May perform business development activities
  • Participate in special projects as required
  • Other duties as assigned
